Management Role - Exchange 2013

Hi,

I am trying to figure out which role who give access to technician to create a Office 365 Mailbox via Exchange Hybrid 2013.

Recipient Management Role doesn't provide access to create a Office 365 Mailbox only has User and Linked mailbox. (User with Organization Management Role is able to create a office 365 mailbox as it is listed as a mailbox type).
