With ActiveSync disabled on the mailbox, is there anyway to tell if data has been wiped off of a device remotely?

In our environment if a person loses their phone, one of the first things they do is change their passwords.  Couple of questions:

With ActiveSync disabled on the mailbox, is there anyway to tell if data has been wiped off of a device remotely?

With an incorrect password on the mobile device, can a remote wipe still be performed?
