Recipient notice of blocked message

Is there any way of alerting the intended recipient that a message was blocked due to max message size?  We are using Exchange with Barracuda cloud spam filtering.  Unfortunately, it looks like the sender's either do not get the NDR, or one is never sent.  What I would like to do is have the recipient get the NDR or something like that, so they know to look at the filter to get the message.
