Cannot Access Recipient Mailbox Dialog in ECP

When I try to access the properties of recipient mailboxes in ECP, I receive the error, "Can't find the organizational unit that you specified. Make sure that you have typed the OU's identity correctly."  I am then prompted to close the pop-up window for the mailbox properties.  If I don't close it, I notice that there is no domain suffix listed for the user logon name (even though it exists in AD).  

All of our users are in the OU "corp.local/CORP2/Users".  If I add a mailbox for a user from "corp.local/Users", there is no problem.  However, adding a mailbox for a user in any other OU (whether via ECP or via EMS) results in the above error.  

I have been researching this for days and only found similar experiences for OUs with special characters in them, but that is not the case here.  Any suggestions for what might be causing this?
