After a mail misconfiguration that lead to two users in our exchange organization receiving 8+ mails per minute for 24+hours (more than 9000 mails each). The mails was generated by an external system, and sent to these two users accounts, both users have activesynch configured and working on their mobile devices (android phones).
After this happened, the two users are not able to use activesynch on their devices anymore.
We fixed the application that was sending all these mails. and deleted the mails from the two users mailboxes.
from the IIS logs on the Client Access Server we find these errors logged for those two users:

Other activesynch users have no problems.
Testing the activesynch (for the above user) on RCA / https://testconnectivity.microsoft.com/ works fine (no errors) - indicating that it's just this device that are being blocked or throttled for the user.
But looking at the device (Get-ActiveSyncDevice -Mailbox "user" | select user*,device*|fl)
yields this information for the device above:

I'm Stumped.
So from the above I assume the device is being throttled, and cannot access activesynch anymore (the issue have been going on for three days now).
But i cannot find the change I need to do to allow the device synching again.
Anybody know what to do ??
