Problem creating Distribution lists

hello,

I have exchange 2013 and EXchange Online in hybrid mode. 

When i tried to create a new distribution list from PS i have this error:

Active Directory operation failed on DC.contoso.com. This error is not retriable. Additional information: Access
is denied.

My user is domain admin and exchange administrator. The problem is when i have to create some items or give some permisions tells me that i have access denied. This problem affects all my exchange administrators 

any ideas?
