RemoveManagedFolderAndPolicy fails

I've migrated everything from Ex2007 (now uninstalled) to Ex2013 CU1, followed with migrating Managed Folders to Retention Policy but I got stuck.

I've also tried assigning retention policy on that mailbox, as well as setting managed folder policy and rerun the command. Nothing works. Any help would be greatly appreciated!
