Search Results Limitations

We noticed a month or two ago that search results in Outlook 2013 seem to now top out at 250 results -- without a message that more results could exist.   In pressing the issue, we have been told that this limitation came about when we upgraded our Office365 to "Wave 15" but I can not find any documenation on any sort of search limitations either before or after the upgrade.   We were told this change was "to optimize for a fast, reliable search experience" however with this limitation and the inability to request the "next 250", the results are not reliable.  

When was the change made on the servers in the O365 cloud?   Where is the documentation on that change?

How did it interact with the Outlook 2007 client?  What  about the Outlook 2013 client?  What about the local cache?  Were there changes made post-Wave 15 that interacted with the client and the cache to change things?  Again, is there documentation around those changes.

We have multiple regulatory and litigation related issues as a result of these changes and need a definitive timeline on all changes and the associated documentations of those changes and any notifications to the customers about those changes.

Additionally, we would request that a simple change to allow the user to request the "next 250" would go a long way in helping resolve this issue.\
