hi,
(Exchange 2013 & Online Exchange i.e. office 365)
i am using the above in my organization. i have configured anti-spam function, all the transport agents are in true state, have also blocked spammers by using this command:
Set-SenderFilterConfig -BlockedSenders <sender1,sender2...> -BlockedDomains <domain1,domain2...> -BlockedDomainsAndSubdomains <domain1,domain2...>
but i noticed something strange when i closely looked at the spam emails, this is what is shows:

as you can see the email was sent mailto:pauln9@cuttingedge-flooring.com and is received by Paul one of the staff of my organization who has a completely different email address. the same happens with a couple of other users.

i have tried blocking the mailto email address, but i have come to realise that the spammer will still be sending emails using different names and domains....isn't there any way i can block the spams once and for all??
will i have to keep adding these senders/domains/subdomains to the spam list everytime the user gets spam emails?
any solution for this?
Regards,
