Outlook 2007 prompts for login when accessing Public Folders

I seem to be having a problem that others have talked about, but I can't seem to solve it. Situation: Exchange 2010/2003 coexistence.  Users in 2010, Outlook 2007 is prompting for login when you attempt to expand public folders. In that particular site where this is happening, I hadn't enabled Outlook Anywhere, which was one solution I saw out here. I tried enabling Outlook anywhere. Now the login prompt shows I'm logging into the server I've specified in the outlook Anywhere settings. The user can log in and it will display the folders, but it prompts again the next time they launch Outlook. What am I missing?  This is only happening in 1 out of 4 sites, each with their own Exchange server and their own Public Folder DB (replica) and OWA/Outlook Anywhere presence.
