Can`t switch database copy from one DAG member to another.

Hi all

Today receive a problem, I unable to switch active copy of database from active DAG member to passive.

get-databaseCopyStatus command shows me that All OK.

all copies are healthy and mounted, all content indexes are also healthy.

but wen switching the database receive this error:

The Microsoft Exchange Replication service failed to synchronize the state of database copy 'test\Server1'. Error: A server-side administrative operation has failed. Database copy 'test\Server1' couldn't change its state because a database switchover or failover is in progress. Please try the operation again later.

After this fail a passive copy(test\server2) some time shows as failed but after 5 min. become healthy and everything looks fine.
