Turn on Internet Calendar Sharing

I need help turning on the Internet Calendar Sharing feature in Exchange 2013 standard.  I found an article:

But it's for Exchange 2010, and some of the commands are not recognized.  Can anyone point me to a step-by-step guide on turning this feature on and enabling it for users?
