Today I was attemping to give a user Send as permission on another mailbox I've Got this error:
add-adpermission "Username" -ExtendedRights "send as" -user AnotherUser
Active Directory operation failed on dc.contoso.com. This error is not retriable. Additional information: Access is denied.

Some of the tests that I've Done so Far:
My account Has organization manager and domain admin. I also Checked with other administrators account got the same error.
The problem apearing to be domain wide, as I try to give other users in other OU's send as Fails with above error.
The operation in Exchange Management console fails with the same error.
Ive got an exchange 2010 sp3 organization.

Edit: Only Random users in Different OU's has this problem.
