Email forwarding system (EFS) replacement with Exchange 2013 SP1

Hello Experts,

I have a customer who the following environment/scenario:

• Exchange 2010 SP2 on premise (2 MBX Server / 1 DAG / 2 HUB/CAS servers)
• All mailboxes are on ISP side, customer is using  Email forwarding system (http://www.chimera.co.nz/efsgetit.htm) to pull pop3 e-mails and forward it to local exchange server

Now we are migrating to Exchange 2013 SP1, the customer wants to keep the same scenario but is looking for an alternative for EFS.

The questions is: is there any replacement for EFS from exchange side (pull e-mails from POP3 ISP and forward it to users)?
