Troubleshooting Quarantined Public Folder Mailbox Exchange 2013

Greetings,

I am having a recurring issue with public folders under Exchange 2013 standard. It seems the public folder is being quarantined for some reason.

Some facts :

  1. Exchange 2013 running on Windows Server 2012, all updates.
  2. Exchange is in a VM on ESXi, 16Gb RAM and priority to resources over other VMs on this server.
  3. About 30 users on exchange using outlook, about 20 iPads/iPhones/Android devices sync on top.
  4. About 10 of those users actively use the public folder database on a daily basis, but all have access.
  5. The public folder mailbox is sitting in it's own exchange database. About 600Mb of Data.
  6. I've tried migrating to another database, backing up content to pst and reimporting.
  7. I've ran New-MailboxRepairRequests on the quarantined mailbox
  8. Outlook clients do not have any particular add-ins other than the default ones.
  9. Deleting the registry key or running Disable-MailboxQuarantine command and restarting the information store only temporarily solves the problem, and problem gets worse with time.
  10. Running Kaspersky 8 AV on user's computers, with mail add-in, no AV/Antispam on Exchange Server.
  11. Content index state on the database for the public folder database is in a failed state. I've tried to run the Update-MailboxDatabaseCopy "DB\SRV" -CatalogOnly command, but I get the following error message :

Database 'DB\SRV' has only one copy. This task is supported only for databases that have
more than one copy.

I'd like to get this issue sorted out as Public Folders are an important part of our organization for sharing contacts.
