550 5.1.1 bounce for external user that does exist - seems to be bounced before it leaves by exchange server

Users regularly send emails to users on another domain. For the past week, some work and some get bounced with 550 5.1.1 message.

I've been able to reproduce the problem sending emails to the same users. Some work some don't. Also, ALL emails are valid - I can send to via another external email.

It looks like (to me) that our exchange 2013 is rejecting some email address and not others. Heres copy of bounce back message:-

Delivery has failed to these recipients or groups:
'user1.thomas@externalcompany.gov.uk' (user1.thomas@externalcompany.gov.uk)
The email address you entered couldn't be found. Please check the recipient's email address and try to resend the message. If the problem continues, please contact your helpdesk.

Only difference seems to be the way users are listed in the message above.  One that works user2.jones.
