To get the more clarification on Public folders i gone through below URL

however its says
First mailbox is will be Primary hierarchy mailbox The primary hierarchy mailbox is the one writable copy of the public folder hierarchy. The public folder hierarchy is copied to all other public folder mailboxes, but these will be read-only copies.
After that if i create any mailbox that will be Secondary hierarchy mailboxes Secondary hierarchy mailboxes contain public folder content as well and a read-only copy of the public folder hierarchy.
My question is if i can create a public folder and contents in it, in Secondary mailbox too then howcome it will be differnet from primary mailbox ?
and what does it mean by read only copies "if i delete secondary mailbox will the PF which is created in Scondary mailbox be replicated and will not remove from my Exchange ?"
