Upgrading on premises Exchange with Hybrid O365

I am currently running Exchange 2010 SP3 with all updates applied in a hybrid environment with Office 365.

When I attempt to install Exchange 2013 or Exchange 2016 (I attempted 2016 when 2013 failed), I am getting an error message during the Hybrid Deployment Check stage.

Basically I enter my admin credentials for O365, click next and this happens...

The error message is this:

Object of type 'Microsoft.Exchange.Data.Common.LocalizedString' cannot be converted to System.Nullable`1[Microsoft.Exchange.Data.Common.LocalizedString]'.

I'm not sure where to even begin on this one.  I downloaded Exchange 2013 CU10, and also the Exchange 2016 release, and both give the same result.
