Unable to delete a Throttling Policy

I need to delete a throttling policy that is no longer being used. The policy was named BESPolicy. When I run Get-ThrottlingPolicy it returns two similar policies:

CNF:92cc840e-0237-45f1-a798-49158f867eb9

I was able to remove the first policy but the second one, with CNF and the guid doesn't want to go quietly. Is there a secret way to get rid of this without resorting to adsiedit?
