Couldn't find a move request that corresponds to the specified identity

Hi Everyone,

I have 2 exchange 2013 server in a single forest and a single domain

I am moving mailboxes from one server to the other

but it always failed for some users (the error is saying that user is already on that database. but it is not)

and I find out that there are move request attached to those users and now the problem is here I cannot remove the move request

I tried these:

1."SVC-Integrated"is not missing (http://community.office365.com/en-us/w/exchange/677.aspx)

2. The MRS proxy service is enabled. Get-webservicesvirtualdirectory on the hybrid server reports that the MRSProxyService is enabled is true.

3. That mailboxmoveenabled is true in get-organizationrelationship

4. Remove-MoveRequest "------" -verbose

I also run the prepareAD again but no lock

please help
