new exchange 2013 server setup and can't get calendar sharing to work - getting 404 errors

I have a new exchange 2013 server setup and followed the instructions with internal and external urls for calendar sharing as well as everything else at this link:  https://technet.microsoft.com/en-us/library/jj853046(v=exchg.150).aspx

but I am still getting 404 errors when I publish a calendar for web access and browse to the url and can't figure out why.  This is the link it give me when I share it out and gives me a 404 error:  https://bullertechcloud.com/65c67b9f0a2d4b30897c01aa4b4225d8@bullertech.com/2a631aaac6344fe58ab5bd82cb9f92ec18072960397145703930/calendar.html

My outlook webaccess url is https://bullertechcloud.com/owa

Can anyone help?
