Exchange Server - one of the domains it hosts has moved, need to keep mailboxes, need Exchange to route to new MX host

The multi domain Exchange server setup needs all emails coming from that exchange server (users using that Exchange server as the SMTP - basically anyone internal) to route the email directly to the new host instead of delivering to the local mailbox. Is it as easy as setting it up as an "External Relay Domain" in the Accepted Domains EMS Hub Transport tab?   example: domain1.com is setup in exchange1 and it's DC - domain1.com email is now being hosted elsewhere - but we still need the current inhouse exchange server to have these mailboxes for archive purposes (or if something goes wrong) - we don't want to delete them yet.  The domain1.com AD users are still on that AD/Exchange server.
I don't want to disable the mailboxes since users may need to access the boxes for backup purposes/check old emails.

Edit: I just tried to est it as External Relay Domain but it wants me to change thte SMTP policy for all users. What do I change it to if the email doesn't change? Can I safely remove this 'smtp policy' and apply it to all users?

to note, the users are still in the local Active Directory and are still internal to the office/DC server / former exchange..

edit #2:  we changed the MX record for the domain - all emails to that domain outside of that exchange server works going to the new host - however everyone within the office, where the exchange server is housed(hosting other domains also), the emails are being delivered to that exchange server, the old one. We need the local emails, within that office, to be delivered to the new host and still keep that domain setup in Exchange locally for archive purposes. Can exchange be setup so the domain is still setup on that exchange server but it routes the email to the new exchange server?
