Exchange 2013 users prompted to login to public folder database

I have a multi-tenant 2013 environment, two CAS servers, four mailbox servers (two active, two passive), running through two load balancers.

While I was setting up the environment initially, testing, etc, I had no problems with the public folder database. At some point after putting the environment into production, something happened that caused them to stop working. It's been like this for quite a while now and we just haven't been supporting public folders on the platform, but I would really like to get them working.

Basically, as soon as I create a public folder mailbox on a database, every Outlook connected to the server starts getting a login prompt asking them to login to PublicFolderDatabase@rootdomainontheserver.com. Proper credentials aren't accepted, users just have to click cancel and the login will continue to come up. The only fix is to delete the public folder mailbox, AND completely delete the database it was in (of course I've been using a completely separate database for public folder mailbox).

I have no other login issues anywhere on the platform, everything else works great. I've gone over all the various connectivity tests, etc, and everything has come out fine. I'm not sure what else could be going wrong here.

I'm running CU13 btw (originally setup the environment starting at CU9).
