Slow synchronization after capturing PST files

We're running Exchange 2013 and Outlook 2010.

I'm not sure if this is an Exchange problem or an Outlook problem.  We are migrating users' PST files into their mailboxes.  We are now to the point where all the remaining users have a lot of data in PST files.  The techs doing the migration used a tool, PST Enterprise, to copy the contents of the PST files into the user's mailbox.  (We bought this after we could not get PST Capture to work against Exchange 2013.)  They set up a workstation, logged in as the user, and the tool copied the contents of the PST.  They can see all the copied messages in the mailbox on the workstation, but this instance of Outlook was in cached mode.  When they open Outlook on another machine or open OWA, they are finding that the synchronization is copying only about 1 GB per day to the mailbox on Exchange.  There is excellent network connectivity.

Is there anything I need to check in Exchange to look into this?  Any idea why this would be so slow?  I have instructed the tech performing the work to make sure the next user we capture is not in cached mode on the machine doing the capture, but I don't know if that will make a difference.
