Email get stuck in Submission Queue

I have the following:

Exchange Server 2013 Mailbox Server with CU 13.
Exchange Server 2013 Edge Server with CU 13.

I've noticed, sporadically, when users email internally or externally, the emails get caught in the Submission Queue (toolbox --> Queue Viewer) on the internal mailbox server.  This tends to happen for emails relating to calendar events, i.e. creating or modifying a calendar event to multiple people (internally and/or externally).   

I looked for an error message on one of the emails that got caught and found the following error message:  A storage transient failure has occurred during content conversion.

I can release the email from the queue by issuing the following powershell command and restarting the Microsoft Exchange Transport service:  Set-RemoteDomain -Identity Default -TNEFEnabled $true.

If I don't release it, within a couple of days the end user will get a NDR saying the email could not be delivered.

How can I fix this issue.
