Database activation don't reflect from EMS output

Hi Guys,

Regardless if I update the activation preference from EMS or ECP the DB activation preference don't reflect from EMS. It will still have the old value while in ECP it's updated. 

Any thought what seems to be the issue? 

---For the illustration below I updated server4 activation preference from 2 to 4 since this is the lagged copy, however it doesn't sync from output while it's updated in ECP ---
