Exchange 2013-Design, do i need a Load Balancer since we're a small firm?

Hi!

I have a design implementation question. We would like to upgrade from 2007(all roles installed on server) to  2013. We are a small firm with only 50 AD users and about 60-70 mailboxes all on Exchange 2007. Is it worth install the WNLB(don't want to spend money on a Hardware Load Balancer)... if we do so i have to split up  the roles basically having 4 servers in total:

Server1-CAS Role

Server2-CAS Role

Server3-Mailbox Role 

Server4-Mailbox Role

Or I can go with NO LB and having 2 servers in the Exchange 2013 environment :

Server1-CAS & Mailbox Role

Server2-CAS & Mailbox Role

And if I'm using the same urls for all services and your DAG failed over properly, the 2nd server would take over all connections.

Obviously I would setup the CAS Array/DAG/High Availability accordingly. What would you recommend? Our total Exchange 2007 store size is 120 GIG.  What would you recommend? 

Server specs:

HP DL380 Gen8

32 GIGS-Ram

500 GIGS-HD Raid 1 +0

Any advice or comments would be appreciated.
