External user cannot view Free/Busy calendar of migrated user in hybrid environment

Hi all,

I have an issue about Exchange federation configuration between external user and migrated user in hybrid environment (external user cannot view free/busy calendar of migrated user)

Details are as follows:

- We have a hybrid environment (Exchange 2013 - Exchange Online) with two separate domains:

     + On-premise domain: onpremise.com

     + Remote domain (oncloud domain): contoso.onmicrosoft.com

- External domain: external.onmicrosoft.com

After that, we add new record in Organization Sharing in EAC (Exchange Admin Center) for each domain:

- Open EAC 2013 on CAS server, add new record in Organization sharing with domain external.onmicrosoft.com

- Open EAC Online in remote domain, add new record in Organization sharing with domain external.onmicrosoft.com

- Open EAC Online in external domain, add two records in Organization sharing: onpremise.com and contoso.onmicrosoft.com

After setup the above steps, I have listed 4 test cases to check as follows:

- Case 1: Onpremise user view free/busy calendar of external user

- Case 2: External user view free/busy calendar of onpremise user

- Case 3: Migrated user view free/busy calendar of external user

- Case 4: External user view free/busy calendar of migrated user

Because customers don't want to send mail invitations to view calendar, we have added mail contacts on EAC instead. Everything works fine with case 1, case 2 and case 3. But in case 4, an error occur as follow:

1. I opened EAC Online of the external tenant contoso.onmicrosoft.com

2. Add mail contact containing the email address of the migrated user on the hybrid environment (user1@onpremise.com)

3. Open outlook app (my customers don't use outlook web), login by account in external domain (user2@external.onmicrosoft.com)

4. Open shared calendar, select the mail contact just added in step 2.

5. The calendar of user1@onpremise.com shows the error line: Could not be update

I checked Free / busy services on testconnectivity. I was wondering why I entered user1@onpremise.com but it redirected to user1@contoso.mail.onmicrosoft.com. So that it show error 401: user1@contoso.mail.onmicrosoft.com not found.

I change the email address in step 2 from user1@onpremise.com to user1@contoso.mail.onmicrosoft.com. It's worked ??? (External user can view free/busy calendar of migrated user without send email invitation or adding calendar permission)

So i have a question: what is exactly free/busy calendar flow from external user to migrated user in hybrid environment.
