Installing Exchange 2013 and receivng error. Microsoft Security Advisory update fo secure assembly loading must be installed. server 2008 R2

I have been trying to load exchange 2013 on a server 2008 R2. This is a new system and a new domain. My system is on a standalone network so I have to manual apply updates. The issue I am having is I can't figure out why I continue to receive the error."Microsoft Advisory update for secure assembly loading must be installed." Where do I get this update or how do I turn it on in Server 2008 R2.

Update

I ended up rebuilding the box because powershell stopped excepting commands. After the reinstall and insuring all 119 updates were installed I seem to be moving forward.
