When a delegate moves an item from Inbox to a subfolder, a copy of the item shows up in "Recover Deleted Items", why is that?

Delegate moving item from Inbox folder of shared mailbox to a new folder in that same mailbox creates an item in "recover deleted items".

I've turned mailbox auditing on and it shows a SoftDelete operation succeedeing just before the create operation.  why would it softdelete an item that is just being moved from one folder to another by a delegate?

It is cluttering up the Recover Deleted Items with things that were not deleted and with things that were not deleted by a user showing up in the Recover Deleted Items area, we are wondering if things are getting deleted that we are not aware of.  This is a higher volume 300+ e-mails per day mailbox so going one by one to check isn't an option.

Any ideas?
