Exchange 2013 Archiving, eDiscovery, Compliance versus 3rd Party

Our company is in the process of planning a transition from Exchange 2007 to Exchange 2013.

In this planning stage is the thought of getting our Exchange system set for legal compliance and better tracking of user archives.

I'm curious to know if Exchange 2013 has come far enough in this area to keep everything within Exchange, or if adding a 3rd party solution would be of more benefit.

Upper Management has these two so called simple goals in mind:

  1. Catch EACH email and archive (journal) off for legal compliance
  2. Get each end user PST archive into an online archive

If using a 3rd party solution would be of more benefit, what would be the reasons and possibly what solution(s) are you using?
