Exchange Services fail to start after Windows Updates

On both of our Exchange 2013 servers we seem to have an issue that after installing any sort of Windows Updates and subsequently restarting, upon the restart a large number of the Exchange services that are set to Automatic startup do not actually start. Sometimes we catch this and end up starting them one by one, other times, they may sit for a day and it's not until something else fails (like a backup) that alerts us to the fact they haven't started.

We are seeing this in the event logs:

A timeout was reached (30000 milliseconds) while waiting for the Microsoft Exchange Active Directory Topology service to connect.

The Microsoft Exchange Active Directory Topology service failed to start due to the following error: 
The service did not respond to the start or control request in a timely fashion.

Everything else seems to depend on that service and doesn't end up starting.

Question is why is that service timing out?

We are running Exchange 2013 Standard CU2, OS is Windows Server 2012.
