Exchange 2013 CU2 mail.Queue file

Exchange 2013 CU2 in DAG (two members) On both the servers mail.queue file size is growing. the transcation log are getting purged. checked with below MS article

noted regarding online defragementation is it best practise to enable it on mail.queue file? or is any other way to reduce the size. if I want to create new mail.queue file I need to stop transport service and drain the queue then start the transport service to create new mail.queue file.
