Public Folder Migration from 2010 to Exchange 2013

I am currently trying to migrate public folders from 2010 to 2013 using the article from TechNet and other sources.  Initially the migration failed because many of the folders were mail enabled and had spaces in the alias.  I disabled mail for the the public folders, and ran the migration again.  It would fail pointing to a specific folder--and gave me the following message for example:
Error: Property expression "CS Contact List" isn't valid. Valid values are: Strings
formed with characters from A to Z (uppercase or lowercase), digits from 0 to 9, !,
#, $, %, &, ', *, +, -, /, =, ?, ^, _, `, {, |, } or ~. One or more periods may be
embedded in an alias, but each period should be preceded and followed by at least
one of the other characters. Unicode characters from U+00A1 to U+00FF are also
valid in an alias, but they will be mapped to a best-fit US-ASCII string in the
e-mail address, which is generated from such an alias.

Again all folders are mail disabled at this point.

I found if I renabled mail for the folder, that the folder would process, and another folder would be the culprit--I repeated this process numerous times and it seemed to process all the folders, but now I'm stuck on this which you can't mail enable system folder.

This is the shell I'm using. 

C:\pf\scripts>New-PublicFolderMigrationRequest -SourceDatabase (Get-PublicFolderDatabase -Server exchange-mb-1) -CSVData (Get-Content c:\pf\share\pftomailboxmap3.csv -Encoding Byte) -AcceptLargeDataLoss -BadItemLimit 50

It is a single site, single forest migration.  No special characters in the names.  I'm at a loss.

Any ideas what could be wrong would be much appreciated.
