mapi not working

Hi we are using a 3rd party program to archive our emails and for some reason since we moved to exchange 2013 we cannot get it to work

The issue i believe is due to Mapi. It is enabled and all 

we set the mapi internal and external url the same outlook.domain.com/mapi

When we go to the website https://outlook.domain.com/mapi  we get an error

An error occurred loading a configuration file: Failed to start monitoring changes to 'C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\mapi' because access is denied

Anyone else haveing similar issues
