Transport Agents (sender id agent and sender filter agent) not changing to true state

Hi,

(using exchange 2013 and Online exchange - office 365)

I am receiving lots of spam emails, in order for me to stop it i need to block the specific users or domain they are sending from. I ran the power using admin right, and ran the following command:

Get-TransportAgent

all the identities show true except from sender id agent and sender filter agent.

i then ran the command Set-SenderFilterConfig -Enabled $true i get the following message:

the command completed successfully but no settings of senderfilterconfig have been modified.

i then exit the powershell....restart the transport service and ran the Get-TransportAgentbut it still shows the sender id agent and sender filter agent state in false.

what can be the issue?
