Custom Folders in Exchange 2013

Hi-

Is there a way to push out additional standard folders to each Exchange 2013 mailbox?  If I wanted each user to have a 5 year, 3 year, and 1 year folder, is this possible?  Is there some type of script?  Someone mentioned to me that there is a .NET app that uses built-in Exchange functionality to deploy folders to user’s Exchange mailboxes--an "Exchange Folder Generator."
