Can i set users to still receive emails even when the mailbox is full

Hi Everyone,

We have set quote for users mailbox,most of the time we find that users mails bounces back when their mailbox gets full and they loose the emails,,is there any option on exchange 2013,?where i can set users to continue receive incoming emails even if the mailbox is full, and only outgoing emails should be stopped when the mailbox is full
