ActiveSync policy issue

I have real serious issue regarding apply some mobile ActiveSync policy to specific user.

Tried to let him connect without any security policy but it keeps asking him to create a PIN in order to access the mailbox.

Tried to delete the mobile association, restarting the mobile serval times, deleted cache and so on. Nothing really helped.

 

Do you know what could be the reason?
