RBAC, Organisation Management, Admin Users export pst

hi all

Administrator and other Adminuser are in the Exchange Group "Organisation Management". The "Organisation Management" Group has the Role "Mailbox Import Export" 

But, why can't export pst with Administrator or other Adminuser?
