Public Folders Disappearing for certain users frequently - Re-add Profile to Outlook to Fix

Ever since migrating from Exchange 2007 to Exchange 2013, I have had several users complain that their public folder calendars have disappeared. This seems to happen only to people who work outside the office (either permanently or when on the road). However it doesn't happen consistently. Everyone is using Office 2013.

By removing and re-adding their profile to Outlook, the PF calendars re-appear. This is incredibly frustrating and I wasn't able to find any other posts with a similar situation. Is this a known issue within Exchange 2013? I know Microsoft removed PFs from Exchange but decided to re-add the functionality after complaints. Perhaps it's a bug that is not well documented? 

Recap:

- Public Folders work fine for internal users

- OCCASIONALLY, outside employees lose their public folder calendars from Outlook

- Re-adding the profile to Outlook fixes the problem, only temporarily. It can last weeks or months before re-occurring.
