Add New Users into an Existing Exchange 2013 In-Place Hold with PowerShell

We have created an In-Place Hold that looks for emails with a certain subject and places those emails in the In-Place Hold for x amount of days. We now want to add any new users created into the In-Place Hold. How would we go about doing this with PowerShell, so we can automate it?
